Can BCH chain technically act as layer 2 for Ethereum?

The transfer fee of transactions on Ethereum chain is constantly high.

So, is it technically possible to make smart Contracts for cross-chain Bridges between Ethereum and BCH?

I googled and found that RenBridge and MVM Bridge can do it. They claim to be decentralized yet I have no clue. Sorry if I am wrong.

So, what stops BCH from acting as a STRONG L2 for Ethereum? Just because "there are too many other options"?
