If Bitcoin can't beat inflation over a 5-year period, is it still an inflation hedge?

By inflation I mean US CPI.

If BTC underperforms inflation over a full 5-year window, should the “store of value / hedge” narrative be reconsidered.. or does the thesis require a much longer horizon?
