What would clearer U.S. rules actually improve for Bitcoin payments?

AP and Reuters have called both chambers for Democrats after the 3 November midterms. The new congressional terms begin in January, while Trump remains president.

For Bitcoin adoption, I would separate the network from the businesses people use to access it. A transfer between Bitcoin wallets and a company converting a customer's local currency into bitcoin involve different systems and responsibilities.

New legislation could affect the requirements and costs facing those businesses. The election itself does not establish what will change.

My interpretation: clearer, workable rules could help access, but people still need useful payment services. Reliability, total fees and whether the recipient can use the money matter alongside legal clarity.

Which practical barrier most limits Bitcoin payments today: access, total cost or acceptance by recipients?
